The Gallery of Modern Art has been working with the International Play Association (IPA) Scotland around article 31 (the right to play, arts, culture, leisure and rest) of the Convention on the Rights of the Child since 2009. This included work on Blueprint for a Bogey (2010) and Playable Spaces (2010 -).

Recently it has centered around the work to get a General Comment on article 31 adopted by the United Nations Committee on the rights of the child. IPA has been working on this for a number of years. On February 1 2013 the General Comment was adopted by the UN Committee and will be issued to all governments signed up to the UNCRC once it is published.

IPA Scotland have been working with various partners including Scotland’s Commissioner for Children and Young People and Creative Scotland to programme a conference on 28 March 2013 to mark this moment and pose the question ‘What does this mean for Scotland’s children?’
